Dubai Roads and Transport Authority in cooperation with the Ministry of Community Development of the UAE will introduce major transport-based concessions to various groups of residents such as elderly citizens, students, and People of Determination.
The agreement is being announced and will be part of the government programme which is called Family First. It will make mobility costs of everyday life a bit easier and enhance social inclusion in the process.
Key Benefits Introduced
According to the new plan:
- The taxes on taxis and driver licensing will be slashed by 50 percent for the people of Determination.
- This group will also be exempted of paying Salik toll, parking fees, transport charges, and vehicle registration expenses and renewals as well.
- Discounts on public transport fees will be implemented among elderly Emiratis as well as students.
Further exemptions in vehicle registration and renewal costs are likewise being provided to people of Determination.
Context and Objectives of the Policy
The project is in line with the UAE National Family Growth Agenda 2031, which offers family well-being as one of the national development pillars. The government declares the necessity of cutting transportation costs as an important milestone in enhancing the quality of life and maintaining family stability.
Mattar Al Tayer, the Director-General of Dubai RTA stressed that the collaboration is one of the global approaches to involving social considerations in the planning of urban mobility. He observed that the purpose is to establish a transport system that is friendly, inclusive and sensitive to the needs of every segment of the community.
Additional Family-Oriented Initiatives
In addition to the transport incentives, the RTA has introduced several programmes to be supplementary:
- Mobile nursery to serve the female employees, which consists of modified public buses that have child-friendly educational and recreational amenities.
- They should establish special areas within the transport premises to encourage home-based enterprise.
- Nol cards with the Year of Family and Emirati cultural values special edition.
- Arrangement of a mass wedding ceremony for the Emirati workforce to facilitate the formation of families.

The agreement emphasizes the further focus of Dubai on family-related city planning and the integration of the elements of infrastructural construction with the social policy. The initiative will reduce the daily burdens by lowering the transportation costs and increasing the range of support services, which will result in social cohesion and sustainable urban life.
